In March 1993, the Government of the People's Republic of China and the Government of the Republic of Croatia signed the first "Agreement on Cultural and Educational Cooperation". In October 2004, the Sinology major was officially established at the University of Zagreb. In 2006, Beijing Foreign Studies University included a major in Croatian language. in its curriculum. In May 2012, the Confucius Institute was unveiled at the University of Zagreb.

Later in May 2013, Chinese Vice Minister of Education, Mr. Liu Liming visited Croatia. China and Croatia signed "Program of Cooperation in the Field of Education between the Ministry of Education of the People's Republic of China and the Ministry of Science, Education and Sports of the Republic of Croatia for the Period 2013-2016", providing yearly scholarships to Chinese and Croatian students, except for, China granted unilateral scholarships to Croatian students. During her visit to Croatia, Vice Premier Liu Yandong announced that China would grant 200 governmental scholarships for Croatian students in the next five years for the purpose of promoting youth exchanges and educational cooperation between the two countries. In July 2018, China and Croatia signed "Program of Cooperation in the Field of Education between the Ministry of Education of the People's Republic of China and the Ministry of Science and Education of the Republic of Croatia for the period 2018 - 2022".
