The latest Notice on Airline Boarding Requirements for Certificates of Negative Nucleic Acid and Anti-Body Blood Tests Results

In order to reduce cross-border transmission of Covid-19, all Chinese and foreign passengers who are to fly from Croatia to China will be required to take nucleic acid (PCR) and IgM anti-body tests and then apply for a green health code(with the "HS" Mark) or a certified health declaration form (with the "HDC" Mark)before boarding the flights, both in their country of departure and in the transit country. Without obtaining the green health code or a certified health declaration, passengers will not be allowed to board the flight.

The specific requirements are as follows:

1. Test Requirements

Passengers going to China via connecting flights must take nucleic acid and IgM anti-body tests in Croatia within 48 hours before boarding their flight to the transit country, and then take both tests again in the transit country within 48 hours before boarding the flight to China. Passengers must apply at the Chinese Embassies/Consulates in both countries for green health codes or certified health declaration forms with certificates of negative results of both tests.

In Croatia, COVID-19 nucleic acid and IgM anti-body tests must be taken at institutions designated or recognized by Chinese Embassy (please see Attachment 1). Test results from other testing institutions will not be accepted.

2. Chinese Passengers Applying for Green Health Code

Chinese passengers must upload to the WeChat Health Code app photos of their negative nucleic acid and IgM anti-body tests results, which will then be examined and verified by the Chinese Embassies/Consulates. Then they will get the green health code

Passengers must present the green code within its validity period to the airlines flying directly to China before boarding.

3. Non-Chinese Passengers Applying for Certified Health Declaration Form

Non-Chinese passengers must register and log in to the Health Declaration Certificate system (https://hrhk.cs.mfa.gov.cn/H5/) on your computer or mobile phone, fill in the required information and upload their negative nucleic acid test and IgM anti-body test reports. The Chinese Embassy in Croatia will review your negative nucleic acid test and IgM anti-body test reports and issue Health Declaration Certificate in time.

Passengers must present the green code within its validity period before boarding. Please see to it that you also meet the latest requirements of the Chinese Embassy/Consulates in the transit country.

IMPORTANT NOTICE: Chinese Visa and the health declaration form are 2 different types of certificates. Foreigners must have both of them before going to China.

4. Passengers who have a COVID-19 infection record

4.1 A person with a positive nucleic acid test result or a positive serum test who has not been vaccinated will be regarded as a person who has a COVID-19 infection record.

4.2 If your test report is positive and you are considered to be a person with confirmed COVID-19 infection and a person with COVID-19 infection record, from the date of your positive test result, you will need to get two more nucleic acid tests (in any hospital or testing institution) with sampling interval of at least 24 hours, and a lung CT or X-ray examination (pregnant women can be exempt).

Please send the aforementioned CT or X-ray inspection report and two nucleic acid test reports to the embassy’s email address pcrtest.hrv@gmail.com. Keep in mind that lung CT or X-ray examinations need to be done within three days before submitting the results for pre-review to the Chinese Embassy via email. Once the Embassy has approved your test results, please self-quarantine for 14 days and conduct health monitoring (please see Attachment 2). After the 14-days self-quarantine, perform another PCR and IgM antibody tests according to the HDC requirements of the Embassy and apply for the new health code online.

Please upload the aforementioned CT or X-ray inspection report and the two PCR reports again with your HDC application

4.3 If you have had fever, sputum, headache, sore throat, shortness of breath, dyspnea, chest tightness, conjunctival congestion, diarrhea or other COVID-19 related symptoms in the past 14 days, it is recommended to promptly get tested and seek medical treatment; isolate for 14 days or longer after the symptoms are eliminated, and perform PCR and IgM antibody test after being observed as asymptomatic.

4.4 If someone in your office or residence has been diagnosed with COVID-19 in the last 14 days, or has experienced symptoms listed above, it is recommended for you to self-isolate for 14 days or longer, and to perform the PCR and IgM antibody tests after being observed as asymptomatic.

4.5 If you have taken antipyretics, cold medicines, etc. in the past 72 hours, it is recommended for you self-isolate. After the relevant symptoms have disappeared, and it has been more than 3 days since your last medical treatment, and you haven't had any related symptoms since, perform the PCR and IgM antibody tests after being observed as asymptomatic. 4.6 People with basic diseases are at high risk of infection. It is recommended for them to travel after the COVID-19 epidemic has eased, or seek medical advice, and after confirming that they can travel during the epidemic, perform the PCR and IgM antibody tests.

5. Reminder

5.1 Please read the requirements carefully and follow them accordingly. Failure to obtain the green health code or a certified health declaration form with negative nucleic acid and IgM anti-body tests results means you will be refused to board the flight to China and will have to change your itinerary.

5.2 Both COVID-19 nucleic acid and IgM antibody testing should be completed in Croatia and the transit country respectively within 48 hours before the passenger boarding, and validity period of certified health declaration form is calculated based on sampling/collection date. If you accept testing on November 10, the flight date should be no later than November 12. Conversely, if the flight date is November 12, the sampling date should be after November 10 (inclusive).

5.3 The green health codes or health declaration forms issued by the Chinese Embassy in Croatia will only be valid for passengers boarding the flight from Croatia to transit countries. There is no direct flight between Croatia and China, passengers from Croatia need to transit through third country (only one transit allowed) to China. All passengers must take nucleic acid and IgM anti-body tests again in the transit country, no matter they will enter the transit countries (country of departure for direct flights to China) or not. After obtaining negative test results from the transit country, passengers must apply for the green health or health declaration forms at the Chinese Embassy/Consulate in the transit country following the same procedure, and show airlines the green health codes or health declaration forms when boarding.

5.4 Please check the transit country's entry regulations and its nucleic acid and IgM anti-body tests requirements beforehand. Failure to enter the transit country or meet the requirements regarding the tests, the green code or certified health declaration form could result in being stranded and heightened infection risks.

5.5 Visa or other proof of residence

For HS: Chinese citizens should upload valid Croatian visa or residence (Hong Kong, Macao and Taiwan residents should also upload Mainland Travel Permit for Hong Kong and Macao Residents or Mainland Travel Permit for Taiwan Residents), and other documents required by the Chinese Embassy.

For HDC: Croatian citizens should upload passport information page, valid Chinese Visa or Chinese Residence Permit, and other documents required by the Chinese Embassy. Third-country nationals should upload both Chinese and Croatia visa or residence permit, and other documents required by the Chinese Embassy.

5.7 For those who have been vaccinated, please apply for a green health code or health declaration forms 14 days after completing the vaccination procedure. Please upload the vaccination certificate issued by the Ministry of Health of Croatia with the QR code. If there is no such vaccination certificate, please upload other vaccination certificates and upload the signed Letter of Commitment on COVID-19 Vaccination (please see Attachment 3).

5.8. Please note that, as epidemiological conditions in the country change, all current requirements are subject to change.
